Residents can learn more about a major flood risk reduction project in the Clear Creek watershed during a virtual community engagement meeting hosted by the Harris County Flood Control District on Tuesday, August 11, 2026.
The meeting will provide an overview of the Friendswood Regional Stormwater Detention Basin Project, including how the basin will increase stormwater storage capacity, the project timeline, and available funding. Residents will also have an opportunity to ask questions and provide feedback directly to the project team.
Expanding Stormwater Storage Near Clear Creek
The project will design and construct a stormwater detention basin near Clear Creek and FM 1959 on property owned by the Flood Control District and Harris County.

The basin is anticipated to provide approximately 784 acre-feet of stormwater storage. During heavy rainfall, it will temporarily hold stormwater that would otherwise flow directly into Clear Creek. The water will then be released gradually as water surface elevations in the channel recede.
By reducing peak flows and lowering water surface elevations in Clear Creek, the project is intended to reduce the risk of flooding in the surrounding area. It will also provide detention capacity that can support future channel conveyance improvements and other flood risk reduction projects.
Early Work Already Completed
Preliminary excavation and soil removal began during the second quarter of 2024 and were completed during the third quarter of 2025. Completing this early work helped the project meet funding requirements and remain on schedule as it moves through design toward construction.
The project is being advanced in partnership with the City of Friendswood, Galveston County, and the Galveston County Consolidated Drainage District. This regional collaboration reflects the shared nature of flood risk in the Clear Creek watershed, where stormwater does not follow jurisdictional boundaries.
