The Harris County Flood Control District held a virtual community engagement meeting on Tuesday, May 27, 2025, to present updates on the C-41 Halls Bayou Channel Conveyance Improvements project. The meeting, part of the District’s ongoing efforts to inform and engage the public, focused on planned improvements in the Halls Bayou watershed and provided residents with an opportunity to learn about the project’s scope, benefits, and funding.

The proposed project will widen the existing Halls Bayou channel along its east bank from just downstream of Hopper Road to upstream of Pinewood Village Park. In addition, a stormwater detention basin may be included to help mitigate the impact of the channel improvements. Together, these features are expected to significantly improve stormwater flow and reduce the area of flood inundation by over 500 acres.

This effort is part of the broader Watershed-Wide Project Implementation Program for Halls Bayou, which includes more than 20 miles of channel conveyance improvements and multiple detention basins with a combined capacity of over 10,000 acre-feet, equivalent to approximately 32.6 billion gallons of stormwater.

The total estimated cost of the C-41 project is $3.6 million, funded primarily through $3.4 million from the Community Development Block Grant, Mitigation (CDBG-MIT) program, with an additional $200,000 coming from other sources.
