Six weeks into his return to the Harris County Flood Control District, Executive Director Marcus Stuckett says the District is moving with urgency to advance projects, meet approaching federal funding deadlines, and deliver flood risk reduction benefits to Harris County residents.

In a recent interview with Greg Groogan, Director Stuckett spoke about the work ahead and the steps already underway to keep projects moving.

“We have some challenges. We are working through those,” Director Stuckett said. “We have some aggressive deadlines that we’re working on.”

One of the Flood Control District’s immediate priorities are projects supported through the federal Community Development Block Grant for Disaster Recovery (CDBG-DR) program, which face a February 2027 deadline, followed by Community Development Block Grant for Mitigation (CDBG-MIT) projects with a March 2028 deadline.

Director Stuckett said the Flood Control District is currently managing 12 CDBG-DR projects, roughly 19 CDBG-MIT projects and more than 200 active projects receiving 2018 Bond Program funding, all at different stages of development.

With the nearest deadlines approaching, the Flood Control District is working directly with contractors to determine what additional resources may be needed to accelerate construction.

“We’re specifically speaking to the contractors, providing them with the scope of work and saying, ‘Can you do this? And what does it take for you to deliver those projects?’” Director Stuckett said. “Those have been some positive, encouraging conversations.”

Director Stuckett said staying focused and making timely decisions will be essential in the months ahead.

“I think that we can do it,” he said of meeting the upcoming deadlines. “As long as we as an organization remain focused on the plan and we remain decisive on our decisions going forward.”
