Event marks the Flood Control District’s first major capital flood risk reduction project in the Kingwood area
WHAT:
On Monday, the Harris County Flood Control District, Harris County Precinct 3, the City of Houston, and other federal, state, and local partners will break ground on the $29.4 million Taylor Gully Channel Conveyance Improvements and Woodridge Stormwater Detention Basin project. The event marks the start of construction on the Flood Control District’s first major capital flood risk reduction project in the Kingwood area.
The project includes improvements to approximately two miles of Taylor Gully, from the Harris County line to near Maple Bend Drive, and construction of the southern portion of the Woodridge Stormwater Detention Basin. The basin will temporarily hold stormwater during heavy rainfall and offset increased flows from the improved channel. Together, the improvements are expected to lower water surface elevations along Taylor Gully by as much as five feet in some areas during major storms.
The project was identified through the 2020 Kingwood Drainage Analysis, which evaluated flooding concerns throughout the area. The Woodridge Stormwater Detention Basin encompasses approximately 267 acres near Woodland Hills and Northpark drives in Montgomery County. The Flood Control District will ultimately use about 195 acres for stormwater detention and mitigation. The City of Houston plans to use the remaining acreage for a regional wastewater treatment facility.
The $29.4 million construction contract is part of a broader investment supported by federal, state and local funding. Funding sources include Community Development Block Grant-Mitigation (CDBG-MIT) funding from the U.S. Department of Housing and Urban Development, administered by the Texas General Land Office; funding from the Texas Water Development Board in partnership with the City of Houston; funding from the U.S. Environmental Protection Agency and federal Community Project Funding secured by U.S. Rep. Dan Crenshaw; and approximately $3.1 million from the Flood Control District’s 2018 Bond Program.
