Open Houses begin July 14 as countywide plan moves into advanced development
Hosted by the Harris County Infrastructure Resilience Team (IRT), of which the Harris County Flood Control District is the lead agency, the first of four Flood Resilience Plan (FRP) Open Houses will be held from 5:30 to 7:30 p.m. on Tuesday, July 14, 2026, at the Mangum-Howell Community Center, 2500 Frick Road, Houston, TX 77038.
These events will update residents and stakeholders on the status of Harris County’s FRP, now in an advanced stage of development, and provide another opportunity for the community to offer feedback. The public drop-in meetings will give residents an opportunity to explore proposed flood resilience strategies, identify community priorities and help guide recommendations that may be included in the finalized plan.
The FRP is a forward-looking, actionable countywide plan intended to help communities better withstand, respond to, and recover from the effects of flooding. The plan will complement traditional flood mitigation projects with short-, medium- and long-term recommendations. These actions will address infrastructure systems, natural and ecological resources, community networks, policies, programs and nature-based solutions, as well as the physical, social and economic effects of flooding.
Feedback collected during the first series of Open Houses held last fall and other community engagement activities helped the planning team better understand residents’ experiences, concerns and priorities. The upcoming Open Houses will allow the public to review the work completed so far and provide input as the team refines strategies and prepares the plan for implementation. The Flood Resilience Plan is expected to be completed in early 2027.
As an interdepartmental group made up of six county departments, the other member departments of the IRT include the Harris County Office of Homeland Security and Emergency Management, Office of the County Engineer, Harris County Housing and Community Development, Harris County Public Health, and Harris County Toll Road Authority.
Three additional open houses are scheduled at the locations below. Each session will follow the same format and feature the same materials. Interpretation services will be available in American Sign Language, Mandarin, Spanish and Vietnamese.
