The Keegans Bayou Stormwater Detention Basin Project is a major effort to reduce flooding in an area of west Harris County, specifically between Old Richmond Road and Keegans Bayou, with Synott Road on the west and a Keegans Bayou tributary (D118-14-00) on the east.
The project will build three large detention basins across 63 acres. These basins work by temporarily holding extra stormwater during heavy rains, preventing nearby streets, homes, and drainage systems from being overwhelmed. The project also includes improvements to the D118-14-00 channel, which will help carry water away from the area more efficiently.
When complete, this project could lower flood risk for over 500 buildings and 250 acres during a major storm, specifically one with a 1% annual chance of happening, also known as a 100-year flood, based on the latest rainfall standards from Atlas 14. This is a key step in preparing for stronger, more frequent storms in the region.
The project is being built in multiple phases, with funding coming from several sources:
- Phase 1
- Estimated cost: $14.5 million
- Funding: $12.3 million from CDBG-Disaster Recovery (CDBG-DR) funds and nearly $960,000 from the Community Project Funding program, secured by Congresswoman Lizzie Fletcher.
- Phase 2
- Estimated cost: $20.6 million
- Currently below the funding line, but eligible for CDBG-DR funding if additional resources become available.
A virtual community engagement meeting was held on April 30, 2025, to update residents on the project’s progress. The meeting covered the results of the Preliminary Engineering Report, explained the three design options considered, and outlined the recommended plan, benefits, funding sources, and next steps.
