Residents tuning in to the Harris County Flood Control District’s recent virtual meeting got an inside look at one of the county’s most significant flood mitigation projects currently in design: the Cypress Creek Channel Rehabilitation and Stormwater Detention Basin, Main Stem, Batch 5. It’s a long name, but the goals are simple: stabilize the channel, reduce erosion, and better prepare the Cypress Creek area for future storms.
What Is “Batch 5”?
Funded primarily through the Community Development Block Grant-Mitigation (CDBG-MIT) program, Batch 5 consists of two major channel rehabilitation and detention basin projects in north Harris County. Together, they aim to restore channel conveyance capacity, reduce erosion, and minimize downstream impacts after heavy rain events. These improvements are part of the county’s broader flood mitigation strategy.
Batch 5 consists of two key components:
- Senger Stormwater Detention Basin Phase 1 and Channel Rehabilitation near IH-45
- Channel Rehabilitation at Kuykendahl Road and the Cypress Hill Stormwater Detention Basin
The estimated cost: $55 million, with $53.7 million coming from CDBG-MIT funds and the remaining $1.3 million from additional sources.
Virtual Meeting
On June 17, 2025, the Flood Control District hosted a virtual community meeting to present the latest updates. The session, promoted through the District’s website, email lists, and social media channels, gave residents an overview of where things stand as the project nears the end of the Design stage.
The presentation covered:
- Goals for erosion control and channel stability
- The role of detention basins in mitigating downstream flooding
- Project locations and timelines
- Next steps leading into construction

With design work wrapping up, construction is on the horizon. Harris County continues to look for ways to fund and implement projects like Batch 5 to keep communities safer from flooding.
