The Harris County Flood Control District is advancing a key flood mitigation effort in southeast Harris County with the Brookglen Stormwater Detention Basin project. Located in La Porte’s Brookglen subdivision near Spencer Highway and Willow Springs Bayou, the two-phase project spans approximately 13 acres.
Project Stages
Phase 1, located south of Beechhaven Road and east of Somerton Drive, completed construction in Q2 2025. This phase includes the North Compartment of the basin. Phase 2 is currently in the Design stage, covering three compartments: one east of Gladwyne Lane and two between Ashwyne Lane and Gladwyne Lane. Once complete, both phases will work together to reduce the volume of water entering local bayous during storms, alleviating pressure on the area’s drainage infrastructure.
Financial Aspects
The total estimated cost of the project is $9.2 million, with $8.6 million coming from the Community Development Block Grant–Mitigation (CDBG-DR) program and $5.7 million provided through a U.S. Department of Agriculture grant via the Natural Resources Conservation Service (NRCS). The project’s funding model reflects the District’s emphasis on leveraging partnerships to maximize impact.
Key milestones include the acceptance of the Preliminary Engineering Report in May 2021, and the approval of a Nationwide Permit Exhibit Revision by the U.S. Army Corps of Engineers in February 2023. On April 26, 2022, Commissioners Court approved an agreement to allow construction within a utility easement. Earlier, in September 2021, CenterPoint Energy conveyed a drainage easement to the District, facilitating the project’s footprint. These steps highlight the multi-agency coordination required for large-scale infrastructure improvements.
